1. She needs to see the doctor who will first order an investigation like an x ray to see what is wrong with the lungs before prescribing any medication. There is no medicine to strengthen the lung. Lung related medicine acts on the phlegm and on the size of the airway
2. If she is in a critical stage, the doctor might use the ventilator / respirator on her. This is an equipment that takes the place of the lungs. If she still can breathe on her own, she will be given oxygen and suction will be done to remove the phlegm if there is a lot. If it is really bad but she still can breathe on her own, the doctor might make a hole in the neck through to the airway called a tracheostomy.
3. Surgery under anaesthesia is not encouraged for the very old and the very young unless they really need it because the drugs can cause respiratory depression which means disturbance in breathing. It can be due to the surgery itself or it can be due to the complications of the general anesthesia. Ask the doctor if there is a thrombosis or an embolism.
4. While at home, I suggest she rests more in a sitting position. Give her the emotional support she needs to feel safe.

My grandmother had the same thing and it turned out to be congestive heart failure and she is on oxygen, breathing treatments and the occasional inhaler. So far, she is doing just fine with these. She really needs to see a doctor....only they can tell what is going on. Good luck.

She may have to go on oxygen. Has she told the doctor about this? She should, he will have ideas as to what she can do to help with her breathing.
