Yes, indeed. You can both transmit and get and STD through a bj. If you have herpes for example and have a sore in your mouth you can transmit it to the other person and if the other person has genital herpes you can get it too. Remember that there is not cure for this disease, only treatment to keep the flares at bay, but you can never get cured. There are many other diseases transmitted this way, this is just an example.
