Well, I have never been to the Philippines so I can only guess:
At the University - Latin is still needed for various studies (.e.g. archeology) or is taught as a classicial language.
There might be catholic schools which still teach Latin
You can look for private lessons - a lot of catholic priests know Latin or you can ask at the catholic bishop's office they should know.
You might ask why I mention catholic things that often it is just because the catholic church is maybe the largest organisation worldwide which still uses Latin as one of their offcial languages
