EURO1.xls contains data from individualized TB patient reports to EuroTB from 2002. It includes information on the site of disease (pulmonary, extrapulmonary), and among pulmonary cases information on the smear status (positive, negative, not done/not known) and culture status (positive, negative, not done/not known).
EURO2.xls contains data from 2003 as reported in the Global Report 2005, on estimated incidence and notification of smear-positive TB, smear-positive case detection rate, as well as the estimated incidence of all forms of TB.

Apparently, they *are* air pollution standards, with 2 being stricter than one.
(Googled Euro1 pollution Euro2 to find:
http://www.healtheffects.org/Slides/AnnConf2004/OKeefe.pdf
which lists some countries and implementation schedules)
Wiki-Pedia has an entry about Euro1 at:
http://en.wikipedia.org/wiki/Euro_I
which includes a table summarizing the standards.
