I think a good idea would be to help them to help themselves. Get the youths off the streets and put them into programs to help them learn skills that would give them a purpose but also somethings that could help turn into careers. They could be sent to farms, which is a much peaceful environment than the streets and could help them regroup, but also for them to farm and learn tasks. It will also help the people because we need these farms for our food.

I understand your frustration....however, there is a basic economic principle that states people know what is best for them. In other words, you can build the programs, get the funding and they don't step forward to take it. Hence, they know what is best for them.

Hand-outs aren't the answer, that only perpetuates the circumstance. The only way a person can change their circumstance is by educating themselves and giving up certain relationships.

When a child has "freedom" it is almost impossible to bring them back into a home under rules. Most children on the street don't trust adults in authority anyhow...they have been hurt or scorned somehow.

I agree, they shouldn't have to live a life such as the "street life" and some will accept help, but I am afraid that is a small majority.

If you feel the need to act, start a grassroots campaign, go where they are...ask what they need to improve their circumstance. Be kind, understanding and do not judge.

Your helping by asking this question. I think anyone who sees children appearing to be homeless or runaways should contact the local police dept. Also follow up to see what's been done. If your not satisfied, go to the Police Chief,Mayor,or Governor. Social Services, are there to assist them with all types of help to meet their needs.

rehabilitation...i think its the best policy. and for this rehabilitation to work well there needs
a) a government who is willing to sacrifice there bureaucratic mindset;
b) dedicated NGO's;
c)responsible citizens; we have to stop encouraging beggars, instead donate to responsible NGO's.
It doesn't mean that our government and NGO's are not doing much..they are working hard but mostly in newspapers and journals. we have to support organizations/NGO's like SOS Children Village of India and those many organizations whose name i can't remember immediately.

Brazil usually kills them, I guess that's not an option though. They are a menace to society. Start sterilizing them is a start
