Is it actually a boozin problem? Or does she just drink more than you would like your baby girl too?? When i was 18 I would have done anything to rebel against my parents just to show them that I was my own person and I could do what I wanted. Obviously now I have a child of my own and I look back on my behaviour and I feel ashamed, but you have to let your daughter find that out for herself. In my experience being told what to do and nagged at is the one thing that makes you do all the bad things even more just to annoy the ones that love you - - as when you are 18 you think everyone is out to get you, not help you. So just give her some space and she will get bored of it soon and start to find herself.
If it is a more serious matter and she is drinking every day morning noon and noght etc then i would definatley try and talk to her and if that doesnt work try and get her some medical help.

I used to drink before I was legally allowed to, because half of the fun was doing it behind everyones back and get away with it. I'm legal now and drinking doesn't really interest me anymore. I have a drink on occasion, but I don't go out to get smashed anymore. Maybe it's just a phase and she'll get over it, but if you're worried she might become a alcoholic - some intervention might be required.

If she's really bad, then i would say have a mini intervention with just ur family. Talk to her and let her know that you're not just being a 'parent', but ur being someone who cares about her and who thinks she has a serious problem.
However, if she just drinks occassionally, then i would say to talk to her urself, but you dont want to scare her away cuz then she'll just keep secrets from you.
Eitherway, you should have a talk with her. If she's in college its probably harder, but if she's at home, keep alcohol away from her and dont just let her stay out late nights drinking with friends.

I don't think it is legal to drink before the age of 21. You should tell her she is breaking the law.
