Yes. You can donate blood. Neither the donor nor the receipient are harmed.

I can only answer for the UK blood donation where you are able to give blood and blood products if you only take tegratol. The thing taht may preclude you is the reason that you are takig it for. Simple epilepsy with no other pathology is ok (the most common reason for taking tegratol).
