Closed, even though it may seem that having the tailgate down would reduce wind resistance. In truth, wind tunnel tests have shown that the airflow is smoother with he tailgate up. The air creates a pocket in the bed, and the truck is actually aerodynamically "smoother" with the tailgate!!

Closed is better. With the tailgate open, the airflowing over the bed is more turbulent and creates an area of low pressure which increases drag.

Mythbusters did this. They found the tailgate up was best. Having it down increased the drag.

It will save you money on gas because it will cut down on wind drag. Might not save you a fortune but every penny counts.
