I'm interested in a video editing program where I can do things such as add beams of lights and put videos on a TV in the background, etc. I use a mac book at the moment so if there is a program that will work for mac that would be great. I do have access to a windows computer if that's all there is.

You could check out Jahshaka.

Or Cinelerra ( http://cvs.cinelerra.org/ ) I believe should be able to run on a MAC. It's primarily used on Linux systems, but since it runs in X, its possible that someone has got it to run on a MAC. The installation wiki page ( http://cvs.cinelerra.org/docs/wiki/doku.php?id=english_manual:cinelerra_cv_en_2 ) at the Cinelerra CV site includes a MAC OSX heading, but there has been no further info added.
There are also a handful of LiveCD versions of Linux which include Cinelerra listed at the above mentioned wiki page.

For Windows there is VirtualDub.

All of the above is free open source software.
