I am a citizen of Dominican Republic and my passport is expired. I am a Permanent Resident of the US and am going to Puerto Rico next week. Can i fly without my passport and just my Drivers Licence or is that only for US Citizens?

As a permanent resident of the U.S. you do not need a passport to travel to Puerto Rico. It is part of the United States, so travelling to Puerto Rico is just like travelling to another state.

but I'd bring my passport and Green Card anyway; there is a lot of illegal trafficking thru the PR airports so they are stricter, more observant and you are more likely to get questioned......
