They represent the seven spirits of God:
See Rev 1:4 ; 3:1 ; 4:5 ; 5:6 ; and
especially Isaiah 11:2

Zechariah was a major factor in recovering the magnificence from the ruins of a degrading exile. The people were faced with more than a ruined Temple and city. Their self-identity as the people of God was in ruins as they were kicked around by world powers, mocked and abused.
Zechariah's visions provided images of a sovereign God that worked their way into the lives of the people, countering the long ordeal of debasement and ridicule. The messages gave fresh energy and credibility to the long-term purposes of God being worked out in their lives.
The stone acted as a decree of God to His once chosen people, for them to quit their evil ways and life and return to Him. The seven eyes represent God's eyes probing the dark corners of the world like searchlights in order to strip the land of its filthy sin, once and for all.

The eye usually represents knowledge or wisdom. 7 is used as the number for perfection, complete, or whole. So 7 eyes would be perfect knowledge or wisdom.
In Rev. we also read that The Lamb has 7 eyes and 7 horns. Horns represent power so... The Lamb is also all powerful

I think the eyes mean "facets".
Here is what the Amplified Bible says:
For behold, upon the stone which I have set before Joshua, upon that one stone are seven eyes or facets [the all-embracing providence of God and the sevenfold radiations of the Spirit of God]. Behold, I will carve upon it its inscription, says the Lord of hosts, and I will remove the iniquity and guilt of this land in a single day.

The eyes may be symbolic of wisdon and the endowment of the Holy spirit (see 4:10; Is 11:2).
