If you're serious about and unwilling to give up, move to a location that has more opportunities, such as Los Angeles, where you can start small (non-union television pilots, commercial specs, student films, indie projects) and build up your resume and voice over reel, take anything you can get...no matter how small or silly. Eventually, with more notches on your belt, you'll get bigger and better jobs because not only will they see you have some seasoning and a variety of experience in differen't elements of that field, they will have samples of your work to show more what you can do aside from you audition. This is the best and most effective way. Persistance is the #1 ingredient. The luckiest get there at all. Not many can achieve the highest positions, but not everyone stays with it and keeps going 5 years in still doing free jobs. So, like I said...if this is something you're willing to sacrficice for to gain, then DO IT! Also, if you truly feel you're doing AMAZINGGG and you can't understand why you didn't get the job, ask some of the casting agents what you could work on, go to some voice over workshops (millions in LA) and network with other aspiring voices and just keep working on your craft.

Voiceoves, are basically a closed shop, not many people get through the door. From what I've discovered in NYC, it's basically a closed shop.
Not many are encouraged to enter the field. It's a closed shop. Keep trying, you never know, you may get in.
