In the Torah getting a tatoo is expressely forbidden since it was a sign of idol worship. But like all religions there are some that follow the rules, and some that don't.

Getting a tattoo is forbidden by the Torah. There are some Jews who aren't religious and get tattoos anyway. Presumably a Jew who keeps the commandments has more faith than a Jew who doesn't, but you never know. A Jewish person may have gotten a tattoo in their wild youth, and then repented.

Like most religions, Judaism has its own Orthodox, Conservative, and Liberal branches. It would be the Orthodox Jews and some Conservatives that would refuse to get a tattoo due to the Levitical Law against it.
