Yes. The deal with this is that its usually Impaction of the bowel.
When a person is chronically constipated, the body creates what is called "paradoxical diarrhea". The bowel makes liquid diarrhea to pass around the blockage, to at least get part of the bowel movement out.
This is a serious condition. If left untreated, and the constipation/blockage is large enough, it can cause necrosis (death) or ulcerations of the rectum/bowel.
Treatment is hard after this point; laxatives are not advised, as if the laxative does make the bowels move, and if the mass is too large when exiting, it can cause rectal tearing.
If youre experiencing this currently, as a medical professional I would advise you up your intake of fiber and exercise to see if any of the stool can be passed. See my second source for sources of fiber.
If not, PLEASE see your doctor. You will need treatment for severe constipation and need to be monitored by your doctor as well.

I guess if the constipation was acting like a cork holding in the diarrhea then the fall out could possibly result in both expelling at the same time.

Yes. It's happened to me. It generally happens when I have diarrhea and I take medicine for it and the med begins to work. It was kind of strange. It eventually passed, though.

i suffer from ibs, and my docter has me take a drug called librax which does wonders for me, it kinda does make u feel like what u just asked but its just ur body adjusting to the drug, in my opinion, this med works by slowing down ur digestive system and somehow making ur stool harden instead of loose, if u have stomach problems like that..talk to ur doc about librax and possible changing to a healthier diet, it could just be something as simple as ur body isn't getting the right amount of nutrients it needs..good luck
