As long as he is not standing downtown with his gun drawn, I would think he was just speaking out of frustration or in an attempt to be humorous.
He does have 1st Amendment rights, just like you do.

It depends on the context it was said. I have a dark sense of humor personally and I might make a joke like that to my friends. They understand me and know I am in no way serious about that.
And I know no cop worth anything would make a comment like that and would be serious. If you heard something like that, he either made a mistake and said it to someone he shouldn't have or he was talking to someone and you overheard.
Either way, things like that shouldn't be said in public or any place where people can over hear you. Even if you are joking, it doesn't sound good. So, probably not the brightest thing to say.
As for actions? Call his supervisor if you bothers you that much. However, nothing will be done with it, because it's really not that big a deal. Like someone above said, get a sense of humor. Cops are people.

Why does the fact that the person making this statement is an officer. We are allowed the same rights as everyone else to include the freedom of speech.
I have heard other people make such outlandish statements and no one thinks any thing of it, but if a cop is to say it, everyone wants to know if it's legal and how to file charges on the officer.
There was another poster a few days ago that wanted to know if it was legal for a police officer to smoke in a patrol car or while on duty. GEEEZZZZ!!!
People make joking comments all the time. Get a life!!! Were you wronged by the police so bad that you want to grasp at straws to get one in trouble.

not really any action, unless you want to "report" it but its hear say......honestly nothing will be done......I was beat up by a cop when I was 7 months pregnant.....and the cops are still walking the streets........they will lie to cover their own tracks..........and many are power hungery......its how they were "trained"......I have some ex-cop friends who left due to the propoganda training exercises........really scary stuff.
