Wow, well you're not going to be able to get a tattoo the right way which is in a clean and reputable shop by a professional tattoo artist. You're just to young even with parental permission. Let me ask you something? Do you read this forum? Have you noticed all the questions about tattoo removal? How about the questions about tattoo aftercare from people who are having a really hard time because they got a tattoo from a friend? Why do you think that is?....I'll tell you..... its because people got tattoos and didn't think about it. Some were just impulsive and went to a tattoo shop and pointed at some flash on the wall and said give me that one. Others did what you're thinking about and got home grown scratcher tattoos by a friend or put it on themselves. Aside from the fact that you'll produce nothing more than india ink crayon scribbles on yourself, the health risk is real and more significant than you comprehend. Just for grins and giggles take a second and do a google search for infected tattoos....not very pretty is it? Now do one for homemade tattoos. Not exactly "Hot Ink" is it. I love tattoos and think its great that you're interested in them but the age restirctions are in place for really good reasons. By all means explore henna and other alternatives but please don't maim yourself or let someone put their scratcher marks on you. Just slow down, think this out and be patient.

No. You don't get to pull the "I'll do it myself anyhow". That's reserved for those who survive (that is, not DIE) to adulthood. The way things look, your chances on that aren't good.
One of the benefits of being an adult is an annoying ability to be really stubborn and persistent over a long period of time. You probably think you are. However, if that was true, you'd be able to make it until 18 and get something that doesn't make you look like poor white trash. For you, "stubborn" probably consists of asking repeatedly for a few weeks to months. Any reasonable adult will have no problem matching that, even if it wasn't for the issue of them going to JAIL if they tattoo you. A minor will go to juvie hall and start off their adulthood possibly even more messed up than you would.
Of course, that leaves the unreasonable adults, which is why I set your chances rather below "acceptable". If they're willing to ink you, just think what else they'll be willing to do.

This is just plain stupid. This question really depresses me to think how stupid our youth is. Now, I'm 18, and I know some stuff, but I also know I have a lot left to learn, you obviously think you know everything for some reason. You'll just have to realize your own ignorance someday, and by then you will already be marked up with some poorly done and probably disease ridden tattoo, and we will be laughing at you and at how the process of natural selection has prevailed once again.

Nope, you gotta be 18. Plus your too young, you will change your mind as you get older. Trust me. Ive changed so much since 13, everyone. What your likes are now will also change. Wait till your 18, because you have to. Go with henna for now.

No, probably not. I don't know of any good tattoo artist in the nation who would even lay a finger on someone your age.
And if you DO manage to find a place that will tattoo you at that age, you'll probably at least wind up with a really crappy looking tattoo, and probably some infectious disease like Hepetitis. Hepetitis will kill you, by the way.
You can do it yourself with as little as a pin and a jar of ink. But it will look rediculously bad, will probably become infected, and may hinder your job opportunities.
Do you really want to look like you have a prison tattoo?
I guess it's your choice, but people will be judging you forever based on your decision.
You can have art, or you can look like you got mutilated by a gang. Your choice.

Just wait until you're 18. You'll need parental consent if you aren't of age.
But really. When you're 70 years old, do you really want to still have a tattoo that you got when you were 13? I wouldn't.

first of all, i will tell you, YOU ARE TOO YOUNG!!! you might regret it, and i think your in that stage where you think you know whats best and know whats right but maybe you should get a drivers liscence before you can get any tatoo. and just wait. seriously why are you in a rush??? take your time on these things. and hun your asking for something very ILLEGAL right now.

get a pencil.put a sewing needle,eye end first,into the eraser, so the sharp end sticks out. tie a piece of thread around it,put a dab of model glue on that and let it dry a minute.this keeps the thread from turning. then wrap the needle so there is a ball on the end with just a tad of sharp tip protruding-about 1/16 inch. then dip this into ink( must use india ink made for drafting and calligraphy or it fades away later).next, draw design onto a paper.use green label speed stick to coat picture. apply to body like a iron on -do not iron!- and pic. will appear on you. or just draw it on directly. then trace by stabbing atop outline.no deeper than the thread end.re-dip thread ball into ink as needed. keep wiping off excess as you go with a wet rag. trace over several times until it is a solid line. be sure to clean skin first with something like germ-x. afterwards, cover with triple antibiotic ointment and keep bandage on it for a week or so. do not use peroxide as it will fizz out the ink.
or- buy a professional kit online.
and also--"do NOT do this until you turn 18"!
