Can you use the steel in a steel frame structure as an antenna to enhance the reception of a TV/FM signal, somehow coupling it to a regular antenna?

It makes a better ground.

To be a good antenna, the steel frame would need to be insulated from the ground.

Yes. You can make a corner reflector but cable is better
