It depends on the level of the position. For lower level/entry level positions, it should be short - next day at the latest. For mid-level positions (5-15 yrs experience), 2-3 days is acceptable. For high level positions (director, VP), a week or longer standard.

Don't assume how long you have to accept though - be sure to ask when you get the offer, and if you forgot to ask, just give them a call and ask when they need your answer.

Legitimate reasons for needing extra time include: offer was not what you were expecting, multiple offers and you need to figure it out, leaving an existing job and weighing the pros/cons of each position. Don't play games, however, it could cost you in the end.

Ask the person making the offer "can I get back to you with my answer in a few days?" - then get back to them within maybe three working days. I wouldn't even ask for more than a week, and a week would be pretty long.

Today is Wednesday, I'd expect your answer by Thursday afternoon. If you are hesitant, just decline. It doesn't make you a bad person.
