It is called Hit and Run. If a driver is involved in an accident with personal injury or damage exceeding (different places have different amounts) the driver is required to report the accident.
I assume you dog is worth more than $500 or whatever the exact amount is to you.
A hit and run offense could cost jail time (unlikely), a fine, points towards loss of license, and one upset insurance company.

if your dog was out in a public st & not on a leash or whatever then there is really nothing you can do. Did you see the accident? If the driver intentionally hit your animal then you have case, but if it was an accident (due to the dog being loose etc) then probably not.

No. The owner of the dog is responsible for keeping the dog leashed. Many states do require this, and if you didn't, the it is considered as the fault of the owner. Also if car is damaged, then you may even have to pay for the repair of the car.

are you saying someone drove into your yard and ran over your dog? if this happened yes he should be punished severly for it but if your dog was running loose and wondered upon a highway and got run over then i would say no. the only thing he would be guilty of is his neglect at no trying to find the owner and for not seeing how bad the dog was hurt.
