Depends. If it's an automated speed trap and they mail you the ticket, it has to. Otherwise, it works just like radar. It tells the cops you're speeding (or the guy behind you is) and they pull you over and give you the ticket he deserved.

Actually, laser is more accurate because it works on a tighter beam. So they are less likely to pick up some other target - but it means they have to aim better. IIRC, I saw a spec that said a 3-foot-wide beam at 1000 feet. It helps if you have a very reflective spot like a front license plate. It's IR so you won't see it.

It works on the same principle as radar. The light is modulated with a signal, and the frequency shift of that signal indicates the speed you are travelling. A picture is not needed, but certainly would help by demonstrating that it was aimed at your vehicle.
