Have a look at Serif PhotoPlus 6. You can legitimately download an earlier version from the url given below.
Take a look at what other free items of software they allow you to download on the same page.

Photoshop is very good... but, if you are not a proffesional, there is no need to spend the money....
I have used both GIMP and photoshop, and can pretty much do the same things in both....
The GIMP used to be a linux only app, but has recently been ported to windows....
If you have used image editing programs before, the learning curve is pretty simple....

Yes there is! i don't know if you have tried Photoshop 7, that is a good program, but that is expensive... But The Gimp, is almost the same program, but that is completley free! You'l find it at www.gimp.org

The best way to go is Adobe Photoshop... but it's not free. Sorry, I don't know of any free software; to be honest, if there's no cost, it's probably not that good.

i agree with paint.net, it's very good.
another good choice is google's "Picasa." it's a photo organizer with some editing tools, as well as free web hosting for your pictures online.
