I think the restaurant is a safer choice, eating outside can be akward because there are so many variables that are hard to control or predict. The weather could be wrong (unexpectedly cold, rainy, too breezy), there could be a bug problem, people could show up a the park and harsh your mellow. Who knows, you could plan everything perfectly and all could be going well and someone steps in a big pile of dogsh!t and it becomes a disaster. It could be a real good bonding moment if you can weather a crappy picnic together, but it may be too much drama for some.
Stick to the predictable restaurant for the 1st date so you can focus on getting to know each other without distraction. Once you're sure you can survive a potential disaster, then go for the picnic in a park or at the beach.

Restaurant for me. Both are nice, but a first date can be enough pressure on its own, and having a backdrop of other conversations and the hustle and bustle would make pauses in conversation less noticable. Save the picnic for a future date...its more fun when you can kiss a little in the park!

Picnic for me. A quiet quaint restaurant is nice, but too stuffy for a first date. If you can't have fun and laugh together, then it's not ever going to go anywhere.

A picnic!!
Pros:
-Cheaper
-More relaxing
-Being able to go for a walk after eating
-Not worrying about others eavesdropping on your conversations
-No bad service
-No reservation required
Cons:
-Possible bad weather
-Your date might not be an "outdoors" person
-Need to haul out cooler, BBQ stuff unless you order a take out

Go for the restaurant. It gives your date a bit more security of having other people around while you are first getting to know each other, and also, if the food's bad, you can always blame the resaurant.
