She's very young, and she's standing still because she's confused by the leash. Don't force her to walk on it,and don't pull her.
Put the collar and leash on her in the house and let her drag it around and get used to the feeling of it every day for about 15 minutes. Then, when she's comfortable with it, take the end of the leash in your hand and stand about three feet from her and call her to you. When she comes, reward her with a treat and praise her. When she is good at that, then you can start training her to walk with you. Show her a treat and talk to her encouragingly, stepping out with the treat above her head, praise every step she takes and after she takes a few steps give her the treat. Start over again with a new treat. Keep the training sessions short so they are fun for her and she doesn't get bored and frustrated.
Remember, she's just a little baby, everything is new to her. Be very patient.

For now let her get used to the collar and leash and walking. Later when she is older( 4 or 5 months?) I would use this technique, works like a charm in about 10 minutes!
Have your dog on a leash and let it hang loosely( J shaped) Hold your end in both hand at your waist( Once she's trained you can hold it normally and she shouldn't notice a sudden change) start walking if she gets too far ahead turn the opposite direction and run. Your dog will get a correction at the end of the line and notice you've left her. When she is at your side praise her and keep walking. When she gets ahead turn again. If she is really small don't run, just walk fast in the other direction. If she's too far off to the side run in the opposite direction. Don't pull with your hand, let your body do the work, It's more effective and have a different feel to your dog.

Try to put the leash on the puppy in the house as a playful thing. Maybe after awhile, the puppy will get used to the feeling. Then when you take it for a walk, the puppy won't mind the feeling of the leash. Your in charge, be firm but nice.

As in all dog training. You have to make her do what you want. You have to tell her that you are her alpha dog. By putting her in your bag when she doesn't walk on leash with you, you are telling her that she doesn't have to do what you want her to. Once you get a harness, it will be easier to control your dog and make her walk. So, just tell her whose boss. Good luck!!

When you do get a harness, put it on her, let her get use to it, then walk her. But I think she is still too young to be walked. She should be a bit more older first, after that she must get use to having the harness on first before you can get started with correct walking techniques.

feels like you've a cheeky dog, while he jumps up at the desk provide him a bit of gentle smack, inform him no, and use a cranky voice. I can see he's going to push you on a wide variety of tips. BUT you need to permit him understand you're the boss. Just start walking and don't let her have her way. She'll start walking along once she gets to the end of the leash and has no choice. You just have to get her used to it and then she'll walk on it like its normal. Most puppies do the same thing and it's just because they have never felt something pulling on their neck or something tied to them.

Use a halter or harness. Then attach the leash, lift a little to keep her on her feet and walk. Don't stop if she balks. You are the owner she is the dog. She will learn.
