For PC in general or a specific software? Try to search the net if the link here doesn't cover what you want.

Actually, if you are using PC and Windows, you already have the hotkeys (or keyboard shortcuts) in your computer.

1. Minimize all open applications to taskbar. Click on empty space in Desktop and press F1 to open up "Help and Support Center".
2. Type "general keyboard shortcuts" in Search box. Read article on "Windows keyboard shortcuts overview".
If you search for "keyboard shortcuts", you will get broader results on this matter.

I think any software has a keyboard shortcuts overview, wich can be accessed under "Help" menu in main menu bar. Sometimes you must open its help menu and see its index.

The "hot keys" for windows are already there, you just need to know what they are. Type "Windows hot keys" into Google. There are many sites that have lists of these keys and what they do. If you are looking for hot keys for programs, they are program specific and can usually be found in the programs "Help" section.
