In general someone who is contious with their bad mouthing is:
1. Angry at the world
2. Extremely hurt but too proud to show it
3. Insecure and Jealous

That can mean a couple of things, it can mean that whatever they are bashing they are completely jealous of and can't stop thinking about it, so they bash it and make fun of it so that they can at least talk about it without having to deal with the consequences of liking it. Also it can mean that they really do dislike what they are bashing, but their dislike has turned into an obsession, so they can't help but talk about it.
This type of person can't let things go and if something bothers them, they can't just get over it and move on, they have to sit and dwell on it and revolve their whole life around it.
This person is negative and you should get them out of your life as soon as you can!!

Unless the thing that they are constantly bashing is a significant cause of stress or discomfort, it tells me that they have issues.
For example, if a commuter constantly bashes the traffic on the roads at rush hour, then I can understand his frustration, because it's annoying and is something that daily increases his stress level.
However, if someone constantly bashes something that doesn't really affect them, such as the color that someone else painted their house, then they have issues.

That they continue to be displeased with whatever it is they are bashing...
If it is a policy...then they are persistent and committed
If it is a person...then they are threatened and insecure, possibly
If it is a group of people...then they are likely ignorant.
You really have to be more specific about what it is they are bashing...some continued bashing is good.

Sometimes it merely means that they are sick of you trying to shove your opinions down their throat and are doing it just to p*ss you off.
