Would an accurate translation of the above be "Best Measure of Quality - behold the truth - acknowledged as the best and second to none"

rather than easily best

Best Measure of Quality - Behold the Truth - Acknolowedged best and second to none
Regarding the gender, the statement would apply to all sorts of objects, is it suitable to leave it in the masculine?
