when your putting your liquids in 3 ounce bottles do they have to be completely full or can they be half full?

You can take what you need in a quart size ziplock bag-- and three ounce containers are allowed in that bag, no matter how much is actually in the bottle. Remember, you can pack a big bottle of shampoo if you want in your luggage as long as it is checked through to where you're going.
The purpose of the ziplock bag is so that you have access to small samples of stuff you might need on the plane like hand lotion, makeup, and prescriptions.
Walmart sells empty travel size (3 oz. or less) bottles you can fill yourself.

They don't have to be full, but the BOTTLE cannot be larger than 3 oz. So you can't take 3 ounces of something in an 8 oz. bottle.

The amount of liquid just cannot exceed 3 oz. It doesn't matter how full the 3 oz. bottle is.

Yes the do not have to be completely full. You can get all of the information that you need about what is and is not allowed on the aircraft with you at the TSA website http://www.tsa.gov/

They can be half full. As long as the holder container it's self is only 3 oz your fine.

anything that is liquid or creamy that is in your carry-on luggage needs to be put separately in a resealable plastic bag so that customs can inspect it - it's all part of security regulations lip gloss is creamy so it comes in that category
