GIMP is the only free photo editor that I can think of off the top of my head. I heard it was good, but I can't go without anything but PhotoShop myself. Their is a photoshop 30 day trial if you haven't used that up yet, and other ways of "obtaining" it that I will not mention here :)

The GIMP is free and open source I believe. I use a variation called GIMPshop because it's laid out like Photoshop is. It's also free- not as powerful as Photoshop but it suits me fine.

gimp is something very like photoshop - in fact an admirable attemp. Just be forewarned that, for help files, what they have is an indexed manual (as far as I've been able to tell so far...) and so what you get to do is search the index for the manual and find the word(s) you want and sift back through the manual to the procedure(s) for the word(s).
