I agree with the second answer. China win the Cold War. Why Cubans are not free? Because the US put an embargo. Opening the commerce with Cuba will be the best way to bring "democracy" to the island. Is an economical war. Why the Cubans break the law? Because is OK to the US. There's no thing as a illegal Cubans. If you want to learn the truth visit the west coast of Puerto Rico. The Cubans enter easily to the Island by the Mona Channel. They came in good health and in a few days or weeks are living in Florida. Cuba is a soverein country. The USSR decided to tear down the iron curtain and Cuba was not part of the USSR.
The Coast Guard will not force people into danger, so they cannot just 'turn them away'. There is a process.
Our biggest problem is with Mexican illegals, not Cuban illegals.

The fact that the U.S. doesn't do business with Cuba has little to do with their dire economic problems. The whole rest of the world trades with them.

Cold war was primarily over USSR and US and USSR is no more and also its hold on Eastern Europe which is no more. Cuba is alone in many ways and having problems without USSR funding.
