I know it is one of the emissive flat panel screens. Wikipedia has a great article on Plasma panels, but I can't find one suitable to explain the functional details of these.

I think you have two diff items going on here.
electro luminescence is usually used to describe a class of materials that is made into sheets and which gives of light when a voltage is applied. in consumer electonics they sometimes put a sheet of EL behind an LCD screen. LCDs need a backlight to be seen. EL screens fill this need with a low voltage, low temperature device.
