I think it's hard to come up with a gift for a priest. Mostly because they probably have just about every book and/or religious item.
How about a bottle of nice wine or some baked goods...

Assuming he's leaving for another parish somewhere, why not a gift certificate for a major dept. store so he can get stuff for his new digs...some parishes are pretty sparse as to basic supplies or furnishings and he might need a boost to his wallet. Put gift cert. in a really major gift-card [in the "thanks for everything" or "Blessings on your journey" category, depending] and make sure the parish throws him a nice party before he leaves.

Find out what he drinks (if anything). If it's Scotch whisky (I've rarely met a fellow Priest who does not enjoy a wee dram of the Water of Life!) - find him an extra-nice single malt Scotch.
Hey - if I leave my parish, will you buy me one, too? 25-year-old MacCallan sounds about right.

Ignore those cruel people above (the first two answerers) who have no compassion for those who don't follow their way of thinking.
Things we've gotten priests who left for other parishes in my church:
A gift card to his favorite restaurant
A signed photo of the church (signed by those who attended his going away party)
A religous tin filled with home-made cookies

You can buy him a figurine of a angel. Maybe a paper weight, or even a new pen that you have engraved with a special quote or saying that he has said to you that has personally touched you the most. You can also consider a plaque, with Jesus on it or an angel, and engrave it the same way.
