If you have to force her to go, she may not be ready. Everything I've read says that unless they're ready you're just going to frustrate your child and yourself.
That being said, I prefer the seat that sits on top of the real toilet because I didn't want to send my time cleaning poop and pee out of a small individual potty seat. baby Bjorn makes a nice one that you can order from Target.com.

She may not be ready.
My daughter was a quick learner but my son is very stubborn...
Take a week or two "off" and try again later. I suggest rewards as well. Ask what she likes and if she is a good talker, she may be able to tell you if there is a specific toy she would like, once she managed to do number 1 and 2 on the toilet or potty.
We also use stickers for each time they went on the potty or toilet and my son is putting the sticker up himself and tries to count how many he got every day and he loves his stickers...
You can also let her pick out her own "special" underwear at the store and make a big deal that she is a big girl and gets her very own "big girl underwear".
I only use pull-ups when we are going to be out for a long time. Since pull ups work like a diaper, it is not as easy to train them as it would with underwear.
Just make sure you keep it "laid back" so she doesn't start to feel bad about it all together.
Always make a big deal out of it when she goes to the toilet- I jump and cheer and clap my hands...lol. My son laughs at me and feel good, so it's important to keep it positive.
Good luck.

Try making it fun for her to go. Give her an M&M or some kind of treat when she goes on the potty. You can also tell her to be like you, when you take her to potty, pretend to potty too. You could also try turning on the faucet and let the water trickle a little...that even makes me wanna go.

I put my children in underwear, not pull-ups or diapers. When it was time to potty train, that's the direction I went. It can get a lil' messy, but my kiddos didn't like the way it felt in regular underwear and trained a lot sooner than I expected that way. It's a lot of work but it's worth a try!

you have to take her once an hour every hour to the potty shes not just gonna go on her own.. she has to learn first. potty training also takes time. months even. you have to teach her how to use the potty and how to know when she has to go. if she is in pull ups get rid of them except when out no need embarrassing her and at bedtimes night and nap.

Try putting her in her underwear only. We did this with my son and it worked perfect. He was potty trained in about two weeks and did not use a diaper at night. We didn't use any rewards on him, but it's up to you and what works for your daughter and you best.

Don't let her manipulate.
Be insistant, but use positive re-enforcement.
