i've been into body building for a while now and the best way to do what you want is cut your diet by 10%-15% do a 15 min warm up on the elliptical at high resistance. do minimal cardio YOU DON'T WANT TO BURN MUSCLE! take your normal work out and change all your exercises and do 4 sets 15-20 reps and super set your work out. then an other 15 minutes on the elliptical. that is what i did and got the vascularity all the way to my abs. oh yeah btw i work out 6 days a week so you might have to step it up from your normal routine day 1 bi's tri's day 2 shoulders legs day 3 chest back day 4 rest day 5 bi's tri's day 6 shoulders legs day 7 chest back that is my tipical week.

it's definetly possible but you didn't provide enough detail.
decreasing 2% of the body fat is much easier for one that weighs 150 and not 200 lbs for the obvious reasons. also it's always harder to get to a new low body fat % then if you were there previously. this is why it's relatively easy for bodybuilders to bulk up in the off season and then cut down for a show in 12 weeks.
increase the level of intensity which you exercising at and you may want to think about supplementing with BCAA's. they are great for fat loss, especially when the person is already lean. Acetyl-L-Carnitine is also good. I would take 1 gram after exercise daily

Well, 10% to 8% body fat is pretty low. Usually athletes are the only ones that get that low.
I think you're kidding around. Vascularity? You want to see more veins? Hah!

i was the exact same way. what i did. and lost that amount in about the same time frame.
yogurt & lean pockets(pepperoni)
very lean food and taste damn good
also turkey burgers
dont go out to eat. just a waste of money and crap to your body.
also do weights but then at the end instead of leaving the gym do 30 min of cardio on a eliptacol or something. if you dont have a gym membership then do abs & push ups in your home and every week progress to more reps & sets.

Cardio. Cardio burns calories w/o adding muscle mass, it will help burn off the fat you have currently. But also keep doing weights and lifting, long term this will up your ability to burn calories. Cardio will give you a quicker result for fat loss.

You can eat only yoghurt for 4 weeks, or only tomatoes for 4 weeks, you can also try the cabbage diet, where you eat boiled cabbages all day and drink the juicy bit of the cucumber.

get a personal trainer and tell him that. No diet pill is going to help you. If you ever watch Penn & Teller's show "Bullshit" you'll realize that those diet pills are just very big scams if you havent already.
