Now the procedure is very simple.

Ministry of Foreign Affairs of India have recently simplified the criteria for the ECNR. A person who have passed equivalent to the matriculation are eligible for ECNR status, as per the new regulation.

I would suggest your wife to contact the passport office in Kolkata with the attested copies of her educational certificates (matriculation and/or above) to avail this facility.

Good luck.

if your wife has completed graduation then submit the degree mark sheet's attested photocopy along with the first page of the passport at the visa office where the passport was issued along with a request letter for ECNR status!

You wife is eligible for ECNR due to ECNR to spouse. Fill misc. form. Go to RPO of your state.
