Dogs only bark at strangers when they are in they're territory, or when you are around the dog (you, as the owner, are part of the dog's territory.) dogs have a lot of wolf in them, and territorial-ness is one of the things that stayed strong. so, basically, they are protecting their territory.

Dogs seem to bark at anything that they don't know out of fear.

When you get a puppy, you can socialize it by exposing it to many different people and many different dogs (and other animals) before it is 12 weeks old, and it will bark much less. But after about 5 months, dogs may learn to fear and bark at new things that it hasn't been socialized with.

You have to train him to understand that barking in this manner is not what is expected of him. If's he's got any Border Collie in him he should have the brains to learn this from you. Next time he barks at someone on the leash, you have to order him to sit down and be quiet; and when he does reward him immediately...

Maybe fear, but also, dogs are very loyal. They want to protect their owners. Once they realize that the stranger is no threat, they calm down and make friends with him/her. If they strongly feel that the stranger is a threat to their family, they will bark and/or attack.

When dogs bark at people or other dogs that they do not know, they are protecting their territory. They are saying, “This space is mine—stay away.” This protective instinct is one of the main reasons that people first wanted dogs around.

i suppose they bark at strangers because they can notice some type of uneasiness in the strangers eye. they usually don't bark if one goes normally past them or does not pays attention to them.
we only guess in the end but this is how god has made them.............

Because they have not been exposed as a puppy to strangers. They should be socialized early and often and given treats and/or praise for when they accept a new person with wagging tail and licks!!!! :)
