Outside, if you don't care if it sticks to the surface. Inside, yes, but it will take longer to dry. Check the paint container. Some tell the humidity levels that are permitted during the process.

Not if you are outside, as the paint will not adhere well. Inside, it depends on the dampness of the room. Much better to paint on dry days.
