Yes, they should be fine. The road signs do *not* need a lot of explanations. This would mean quite a few tourists from non-English countries wouldn't be allowed to rent a car and drive. It is a good idea for tourists visiting another country to look over the road signs used -most are self-explanatory but still they differ from each country to the next- but knowing the language generally isn't required.

There are driver's tests that need to be passed. If someone can not speak or read English, then they may get lost. But this does not mean they will be a hazard on the road. The signs, shapes and colors can be recognized for proper driving. If they can do this, there is no reason they have to be fluent in English.

Americans can rent cars in foreign countries as well, including those where the driving rules are vastly different such as driving on the wrong side of the road. I think we have much more pressing issues toward making the roads safer than fluency in English.

Eh, yes I suppose. Even if you can't read or speak English, everyone knows what Red, Yellow and Green mean, and everyone can spot a stop sign. The only problems I can see are when the person is looking for directions and can't read the street signs. I don't think this would cause accidents though--I just think they'd get lost all the time, lol.

You've made a wonderful point ! No speak English fluently, no driver's license either.
I've had enough with this immigration thing. There needs to be several road blocks in place to those that just want to come over here, for a free ride.
When my Grandparents came over they had to give up their language of origin and if they didn't earn money - - they starved. I'm not advocating that those policies were right but what's going on now is far less appealing.

They at least need to read/speak basic English.
The majority of road signs are written in English and it makes the driver and others on the road much safer.

Yes. My grandfather was illiterate, yet able to drive until he became to old and his reflexes were not working properly any more. Signs are standardized to the point that you don't really need to be able to read them to know what they mean. If you see a red octogon, you would know to stop even if you couldn't read the word "STOP". If you see a black & white arrow, you know you can only drive in the direction of the arrow even if you can not read the words "ONE WAY". Not being able to read would make it more difficult to follow verbal directions, but if someone wrote out directions for you in whatever language you speak, so you just had to look for the letters like what you have written down to know what street to turn on, then fluency & litteracy are not necessary to be able to drive.

Absolutely NOT! To drive in America you must have a valid license and speak and read english. If you can't, don't drive!

No, because how can they understand the signs that are not shape signs like stop, yield etc? It is important to be able to read signs in order to be safe for everyone on the road.

Yes. If the person has a valid international license, they have as much right to drive here as Americans have to drive in other countries.
It's not rocket science.

No, because how can you understand traffic signs or emergency warnings? That makes them a hazard to others on the road!
