I'm concerned. What would make the heart and veins/arteries in the neck and chest feel like they are fluttering. When I take my paulse It feels as though the heart is giving a THUMP feeling ever so often.. like ever 4 beats. It will beat for 4 and then make a thumping feel. It feels that way both in my neck veign and my heart. I have been all over the internet to find out what it could be and so far i have found NOTHING. So please answere if you can.. Thank you.

Do you have tight collars? sometimes this is the main cause!!
Next is Thump of heart probably a dropped beat or extrasystole!!!
This is a practical case and you will find no answer on the internet.
Better avoid all risk factors and consult your cardiologist. He is in a better position to sort out your problem.

You should have this checked out by a doctor. Everyone gets extra heart beats at time, I did....But then one day along with the feeling of extra heartbeats, I got a pulse rate of 150 at rest.
I was in the hospital for 4 days while they tried to slow down the heart.
I had "Atrial Fibulation" or Atrial Flutter and eventual had to have Cardio Version, where they shock your heart to get it in rythem...You condition might be nothing, but it could be life threatening..Check it out with a doctor.

How long has this been happening?? You could have a heart murmur. Mitral valve prolapse...(leaky heart valve, the flap doesn't close all the way). Please go to your doctor they can listen to your heart, put you on a 24 hour monitor that you wear under your clothes...and send you to get tests done to look at your heart to determine if there is a problem.

dr.'s know everything, go see one. u may have a mitro-vaulve, my mom had one and it made her heart beat irregular and she took meds for it, but the meds started to not work for her no more and she ended up in er quite a few times until she went and had that "bad" parts burned out(not 2 scare u or anything)

That makes two things I can't answer for you.
1. I don't know what is causing your arrhythmia.
2. I don't know why you are sitting there asking strangers, from God knows where, instead of asking a doctor.
