that is a great idea. hm. i would say maybe put up some posters - easy to construct, right-to-the-point posters, with a message like 'preserve our earth! our neighborhoos is going solar! get solar panels!' and then put some info on how to go about getting solar panels. i think its a great idea! also, you could drop brocures in mail boxes, if you have mail boxes that allow you to do that. or leave them on people's front steps. same message. more info. better yet, do both! spread the word! (be sure to include the benifits of solar energy, especially the financial ones!)

Have u actually got that kind of money to waste. I know that here in Texas it would get blown away in a couple of months.
I built a large solar panel down in the Ecuadorian jungle ,we brought everything in by helicopter , Avery big job. In about a month and a half a wind storm blew $15,000 of solar panels all over the jungle.

pay for them
don't ask the government to pay for it... the government gets its money from TAXES. If you want it... YOU pay for it.
I'm tired of idiots thinking the government has unlimited funds. Thats the reason we have a national debt you morons.
*****************
You CAN gather enough solar energy to power your house AND sell power back to the electric company. That has already been proven by people who do it.
The 2% efficiency can be improved... and will be. There are panels that get nearly 5% efficiency but they cost so much that only NASA can afford to use them. But... because NASA needs more and more efficient panels... more efficient ones will be developed and once developed the process to make them will get cheaper and cheaper.
Look at the cost of IC chips. When they first came out a single trasnistor could cost $1000's... Now you can get a high powered computer which is essentially several MILLION transistors per chip for $200 to $300....
Technology will eventually make the panels more affordable and thus practical for the average homeowner to put them in (paying for their own panels THEMSELVES)... 5 or 10 years maybe.

The first and most important thing to do is get some accurate cost data, and actual electric production data, not what the salesman tells you. The salesman is just trying to make a commission and will tell you whatever he has to tell you to make the sale.
One of my colleagues put a solar photovoltaic system on his roof and the final cost was substantially higher than the salesman said it would be and the electricity production was substantially less than the salesman said it would be.
The salesman told my colleague that the system installed would be less than $25,000 for a 3 KW system. The actual final installed cost was actually over $30, 000.
The salesman also told my colleague that the annual electricity production would be over 10,000 kilowatt hours. Actual electricity production in the first year was barely over 4,000 kilowatt hours.
The interest cost of the loan that my colleague took out on his house to finance the system is over $2,400 per year. With an electricity production barely over 4,000 kilowatt hours, that is a cost of over 50 cents per kilowatt hour of eledtricity just for the cost of the interest on the financing. That does not include depreciation and maintenance costs of the system!.
When you include depreciation and maintenance of the system, , the cost per kilowatt hour of electricity is over one dollar per kilowatt hour!
.
That is very expensive electricity!
The salesman told my colleague that the system would not need any maintenance. My colleague has already had to have repairs made to the system that were not covered under the warranty.
Also the salesman did not tell my colleague that the solar panels have to be cleaned like your windows or dust settles on them reducing the electricity output.
My colleage said that he cannot even find anyone to go up on his roof to clean the panels and he is afraid that if he did find someone they probably would not know how to clean the panels and might damage them or even fall off the roof.
These are all issues that you will want to make your neighbors aware of.
If you do not, your neighbors may blame you when they have problems with their system because you were the one who organized it.
I guarantee you the salesman will not tell you about these issues and will downplay their importance when you bring them up, because the salesman wants to make the sale.
Needless to say, my colleague is very disappointed and very unhappy with his system. He tells me that he feels that he was misled by the salesman and the company that sold and installed the system.
If your neighbors are as unhappy with their solar photovoltaic systems as my colleague is with his solar photovoltaic system, I suspect that there is a high risk that they will blame you if you are involved with organizing this.
I do not think that you want unhappy neighbors.

Talk to your governing body of whatever state you live in. Here in Delaware they will reimburse you for half if you get solar panels that replenish the power companys power source...it backfeeds through the neutral in your electrical system. a normal house usually costs about $25,000 to have done but you may be able to get a group discount of some sort. I guess all homeowners would have to be willing to put up the cash as well

Have the government give the people who put in panels get reimbursed for their cost of the panels. That will be a great incentive for people to do this. Not everybody has the funds to install the panels. Also have the utilities office give you a reimbursement for a negative electricity bill each month. This would encourage more people to get the panels

the problem with solar energy is that you only get to use 2% of the energy that you capture. So even if you cover your roof with solar panels, it wont be near enough energy to power your house, however, it will help. Solar panels are expensive. If i wanted my whole neighborhood to use solar panels on their rooves, I would lead by example. Be prepared to spend a lot of money. Look into geothermal heating instead for better energy savings.

Don't rely on the government. The government's job is not to make sure everyone has solar panels on their home.
