Most of the time - no.
Unless the person is on an outbreak at the time and you just happen to see it. Most of the time people with genital herpes are not on an outbreak though.
I have personally had genital herpes for 6+ years and my last outbreak was over 2 years ago. If someone were to just look at me they would have no clue I have the virus unless I told them.
This is why it is so important to get tested and to know your STD history as well as your partners. Certain STDs, like herpes and HPV, can be spread even when there are no signs or symptoms like an outbreak.

No. It is very unlikely you will know if you have been with someone who has herpes. 90% of those with genital herpes do not even know it, and since about 25% of the population already has it... well that is a lot of people having sex without knowing their status.
Yes, of course there is a test for herpes. If you have active lesions then you can have them cultured. Otherwise you can have a herpes blood test done to see if you have the virus. Since most STDs are silent, it is a good idea to go in and request a full screening. Be sure to actually request a herpes test in addition, since it is usually not included in STD testing.
Knowledge is power! Find out for sure.

Only if you develop herpes or a partner tells you. The person above is wrong, there is no "test" for herpes. Basically you either have it or not, and the only way to diagnose it is to show a doctor the sores.
