and can Iraq ask America for war reparations since it was invaded without a cause?

We only pay reparations when we win apparently. We are already paying Iraq and rebuilding their country. Don't believe that crap about the Iraqis not having electricity. Last week on Anderson Cooper,(A CNN show so don't say I'm watching too much Fox News) they did a report on what the Iraqis call an honer killing. A 17 year old girl was dragged out of her house and beaten to death by an angry mob (including family members) for falling in love with the wrong guy. At least 3 witnesses on the street were scene recording the beating on their cell phones. Unless they got their cells the same place Jack gets his, they need to be charged. It seems the only thing keeping the Iraqis in the stone age are themselves.

You have your history very mixed up. North Vietnam invaded South Vietnam back in the 50's. France entered the fray on the side of the South. We ended up taking over for them in the 60's.
We ended up leaving the job undone, much like we are getting ready to do in Iraq.
Even though North Vietnam took over the South we still ended up pumping millions of dollars into the economy as we always do.

So what would reparations be for, again?

Honestly, I think the fact that so many of our manufacturing jobs have gone to Vietnam that the money going to pay for them and then our purchasing the stuff they make is enough reparation. Beside, they only have to wait a few years and the Mexicans will tell them no way.

First, there was a treaty between US and Vietnam made in 1973 which the Vietnamese broke.

American did not invaded without a cause; it invaded by Iraq support terrorists.

I did not support the Vietnam war, we had no business being there because it was a civil war, but no we do not owe Vietnam reparations.

If USA pay something to Vietman, it means, that they accepted to doit, because they are receiving a benefit of that agreement.

USA can in the same way, sent to Iraq a bill for the "help"...
