Can You get a ticket for stopping at the stop sign?

Hopefully you are asking this in jest....like why do we park in driveways etc. If you're serious, you need some more driving lessons.

The "NO STOPPING ANY TIME" sign means no pulling over, stopping at the curb. Parking means stopping, turning off engine, and leaving vehicle. Stopping means pulling to the curb, stopping, and leaving vehicle running and occupied.
So in answer, yes, stop at the STOP sign, and proceed when safe.

Take a picture and ridicule your DOT!
No stopping surely means for an extended period.
The stop sign must be obeyed.

The answer is NO......but you CAN get a ticket if you DON'T come to a complete stop for the stop sign.
