Is this a court ordered apology? I had to help one of my students write two of those last month. Here is what he wrote if you want a sample:
Dear (victim's name),
I, (perpetrator’s name), am writing this letter to apologize. I am sorry for putting my hands on you and abusing you. It should never have happened. The money I stole from you will be returned in full. I hope you accept my apology for my actions. I should have thought about the consequences of my actions, and made a better choice that day. Again, I am sorry.
Sincerely,
(perpetrator’s name)
You basically want to acknowledge what you did, apologize for it, tell how you will make reperations if possible, and state that such behavior will not be repeated.

We would have to know her to know for sure, but if it wasn't that bad and she's a reasonable person, I am sure she will appreciate the effort. It also will give her an opportunity to think about it and when she's reading a letter, she can't talk over you and argue with you.

Are you really sorry for the pain, discomfort, and mental anguish you caused that person and his family? Just write down what you really feel. Don't include anything that attempts to justify your actions, or mitigate your culpability. If you feel any remorse, just feel it and write what you feel.

Just be careful of what you write. Remember this document could be used in a lawsuit and what you say might just "hang" you. I would verbalize it, but I would accept no liability in writing.
