Depends upont the brake type - Cantelever, V brake etc. Most will have an adjuster at the lever end (Usually a knob that you turn in order to lengthen the jacket around the cable. Some brake levers, like V type, will have a bolt at the wheel end, that clamps around the cable. This can be loosened and the cable pulled through before re-tightening. Also, check the wear on your brake blocks.

Have the local bike shop do it and be sure to watch. Most of them will answer questions. Without knowing what type of bike you have anything here is a wild guess.

Most have a barrel adjuster by the brake lever. This will tighten up loose cables. If its way stretched, you'll need to yank on the cable itself....

Hi. I guess it would be better if you will bring your bike to a local bike shop near your place and have an experienced bike mechanic work on it. Hope this helps.
