I don't think the Olympics organisers had considered people who suffer from epilepsy, before airing their ad. It also appears that they broke the rules on content, that cover this issue. Pretty bad, considering that they wish to raise the profile of people with disabilities, seems like they started already!

People with photosensitive epilepsy experience seizures watching strobe lighting like was in the logo, just like if they were in a disco etc., and it wasn't checked by security standards as it was said this morning on GMTV and had to be changed. I myself suffer from Temporal Lobe Epilepsy which is different although I know that 5% of the people with epilepsy suffer from the photosensitive type, so no I don't think 34 people a high number considering the amount of people suffer from this condition.

The people affected (according to BBC news 24) were looking at the flash animation on the website.
10 people had seizures, while others reported various effects ranging from nausea to headaches.
It is not just the fact that something is flashing, it's severity depends on the frequency, the movement and the colours
There will probably be a warning if it is aired again, and the offending animation has already been removed from the website

The advertisment had many flashing images of the abstract symbols of the Logo.
Epilepsy is a disorder with many possible causes. Anything that disturbs the normal pattern of neuron activity -- from illness to brain damage to abnormal brain development -- can lead to seizures.
Epilepsy may develop because of an abnormality in brain wiring, an imbalance of nerve signaling chemicals called neurotransmitters, or some combination of these factors. Researchers believe that some people with epilepsy have an abnormally high level of excitatory neurotransmitters that increase neuronal activity, while others have an abnormally low level of inhibitory neurotransmitters that decrease neuronal activity in the brain. Either situation can result in too much neuronal activity and cause epilepsy. One of the most-studied neurotransmitters that plays a role in epilepsy is GABA, or gamma-aminobutyric acid, which is an inhibitory neurotransmitter. Research on GABA has led to drugs that alter the amount of this neurotransmitter in the brain or change how the brain responds to it. Researchers also are studying excitatory neurotransmitters such as glutamate.
