If you are talking about an indoor cage, it is best to keep them with other budgies (assuming you are talking about budgie parakeets). Although I've seen them kept with cockatiels and pacific parrotlets too with no problems.

If you mean in a large aviary, there are a few species that are compatible. Note that budgies are known for their aggressive behaviour, so take care when mixing with other species. The avairy must be very large, big enough for all the birds to be able to have their own space.
Hookbills they can be mixed with:
Bourke Parrot
Cockatiel
Turquoise Parrot
Scarlet-chested/Splendid Parrot
Regent Parrot
Princess Parrot
Elegant Parrot
Plum-headed Parrot
Red rump parrot
Blue-wing grass parrot
Superb Parrot

Many people, including a lot of budgie breeders, have kept budgies with finches with no problems. Some however, end up with injured finches. So again, make sure the aviary is large and has lots of places for the birds to keep to themselves, and separate birds as soon as you see problems. There are many finches that can be mixed with other species, zebras, stars and owl finches as an example.

Other birds that have been successfully kept with budgies in large aviaries are various species of doves (such as diamond and ringneck), various quail species (especially chinese painted 'button' quail) and canaries.

Parakeets should only be kept with other parakeets. If you are going to get a parakeet, it is best to get a pair of them unless you will have a lot of time to spend with the single bird. Bored or lonely birds can become destructive to themselves and obnoxious to others (plucking out feathers, screeching, biting, etc.) Parakeets live in flocks in the wild, so they are much happier with company, and your bird will be more active (and therefore healthier) if it has a playmate. Make sure you get a cage large enough to accommodate both birds.

Parakeets are best keep with parakeets. These birds usually stay in pairs or flocks, I would recommend 2-4 to a cage depending on what size of cage you have. If you would like to have other birds, I would recommend putting them in a separate cage.

I have 2 cockateils with my parakeet. I tried having my parakeet in his own cage but he would not have it, he would always go to the bigger cage with the cockateils. So I bought a larger cage for them all, they get along fine.
