Your mustache is pretty well developed by 18, though you do continue to grow more new hair until the age of 53. Alas, it's mostly body hair, while, by then, the hair on your head is leaving! Genetics determine this, not shaving or cutting. They only make each hair FEEL heavier because it now has a blunt end, instead of a tapered end. You can, however, create a bit thicker look to your mustache by trimming it with scissors (hair scissors, not the craft type.)
I must tell you, though, most surveys show that women do prefer men with clean shaven faces. It's doesn't tickle or scrape them as much when you kiss them.

Continually shave it and let it grow out for a couple weeks then shave it with a sharp razer. Trust me it will continually grow back thicker.

i dun think so. cos it depends on your hormone and genes. but girls dun usually like guys with thick mustache. clean shaven is the best.
