I would definitely not recommend this. You can talk to your vet to confirm, however, I believe that the medicines in the collar will rather severely irritate the pup's skin. Also, the medicines will most likely penetrate the very soft and more permeable newborn's skin, getting into the bloodstream, where considerable damage to the liver and kidneys could occur.
I think the bigger question is why do you want to put a flea collar on the pup? The mother and the area she is in should already be free of ticks, fleas and another other parasites. If, for some reason, this didn't happen, talk to your vet quickly. Flea collars are really only effective at the neck. A pup infested with fleas will very quickly become anemic and a flea collar will do little good. You may have to wait a bit (until the pup is older) then do a flea dip. Please talk to your vet though to confirm the proper age for any of this.
For now, if the pup has fleas, use a special flea comb/brush. Also, if possible, give the mother a bath at least to help remove fleas from her. Then wash all sheets or whatever she is on and supply her with fresh material. Of course, if she JUST had the pups, this most likely won't happen.

ABSOLUTELY NOT!!!!!!! If you read the package it tells you NOT to use the product on pets under a certain age. And for the record, the chemicals used arent the safest and can cause contact dermatitis(skin rash) or worse. WHEN THE PUPPY IS OLD ENOUGH TO HAVE A FLEA COLLAR, the vet internist that I worked for ALWAYS said to air the collar outside of the package for 24 hrs BEFORE putting it on your pet. He LITERALLY wrote the book on internal medicine in small animals - I trust his expertise emphatically.
If the puppy has fleas, go to the pet store, BUY A FLEA COMB and use it as directed. DO NOT use flea products on a newborn, remember, the mother licks it and you can toxify her, her milk and make them both very sick.
It sounds like you need to clean the bedding and place where you keep the mother and puppies. Imagine being new in the world and not being able to scratch what's itching you.

Chemical flea collars or "spot-ons" should never be used on newborn puppies or kittens. They are highly toxic and can kill your puppy. There are shampoos that can be used on tiny puppies, but you should check with your vet before using any kind of product on a newborn. Below is a link for a holistic flea collar which does not contain any kind of chemicals and supposedly can be used on newborn puppies (I'd still wait until your puppy is four to six weeks old before using it). In the meantime, use a flea comb. (If you catch fleas on it, immediately dip it in soapy water. The fleas will down. Then rinse in clear water and keep combing.)

No. Flea collars are for puppies that are 6 months and up, and then you have to get a puppy flea collar at that age.

No matter the age do NOT use OTC flea products including collars....they aren't very effective and they are very dangerous to your dog..they can cause severe skin reaction, skin burns, neurological issues, seizures and death.
NO flea product is safe for puppies this young. Please speak with your vet on safe removal of fleas from a newborn and it's mom.

NO, you cannot, they have to be a bit older than that for any flea treatment. For now use a flea brush.

NOOOO NOO NOOO! The medication that is used in one of those is too strong for a newborn puppy! you should probably read the label tho- im sure it tells you the recommended ages and stuff
