No not at all. Most cruiselines require you to be 21 to book your cabin--but not to go on the cruise. In fact the most popular offer numerous teen activities. The policy based on being an adult--there has to be one adult per cabin--just in case something goes wrong.

Only one cruise line, Seabourn, requires all passengers to be at least 18 years old. Some have requirements that keep infants less than 1 yr old from cruising.

Carnival requires you be over 21, or if you are not--that someone in the cabin be over 25.

But all the rest of it varies cruiseline by cruiseline.

The following cruise lines require that at least one person in each cabin is 18 or older: Cruise West, Cunard, Disney Cruise Line, Orient Lines, Princess Cruises, Radisson Seven Seas and Uniworld. The following cruise lines require that at least one person in each cabin is 21 or older: Costa, Crystal Cruises, Norwegian Cruise Line, Regal Cruises, Royal Olympic Cruises, Seabourn Cruise Line and Windstar Cruises. The following cruise lines require that either 1) All passengers in a cabin must be 21 or older, or 2) If anyone in the cabin is less than 21 years old, someone in the cabin must be 25 or older: Carnival, Royal Caribbean and Holland America. One cruise line, Celebrity Cruises, requires that someone in every cabin must be at least 25 years old. One exception to these age requirements is made for underage married couples, who as long as they are both 18 are allowed to board unaccompanied. These couples may be asked to show proof of their marriage.

No. There are some cruises for 21 and over only. But it is very easy to get a cruise for a family or young adults.

No they have charters and schedules for all.
