I'm 17 5 8" and weight 170 pounds.

i'm not exactly fat but my stomach is kind of "soft"

I do crunches at the gym (LA Fitness) and I can feel i'm gaining muscle but it's all under a layer of fat

There is no way to loose from just one spot. You have to loose from all over. The best way to loose is to move. Run, do an elliptical machine, treadmill, even walk for an hour a day. Also, you are young. It may still be "baby fat" just hanging around. Mine dropped off when I turned 18. Just get out and move to get your heart rate up, keep up the ab routine, and you will see results in about 4-10 weeks.

thats because crunches or sit ups dont burn any fat.
the only way to get rid of fat anywhere on body is by overall weight (fat) loss
find daily calorie intake calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours - it optimizes your metabolism)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have protein (lean meat, legumes etc) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min (ideally 45min because the first 20-30min body burns carbs and only then starts burning fat), light weight training (more muscle=faster metabolism)
dont consume foods that are made of white flour (white bread, cakes, pasta etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried, oily.
ofcourse you can spoil yourself once in a while with a little treat:)

I had a similar probelm once, and my trainer solved it for me. I was doing all kinds of crunches but I couldn't break through that layer. It turned out that I was doing my crunches INCORRECTLY. Ask a professional to work with you on your abs routine. One tip I can give you is to NEVER hold your breath while crunching, ALWAYS exhale. And contrary to what some of these others are saying it IS 100% possible to target a certain area, not just lose all over. Good luck to you!
